Power Project Management Research Based On Life Circle Theory

Since human started activities in groups, project has appeared. However,people seldomly control and manage these programs consciously. In China,with a view to adjust to rapid development of rural and urban economy, largenumber of power programs are on construction. Power industry is one of thelifelines of China’s national economy, which has great influences on bothsocial development and people’s daily life. Therefore, how to control andmanage these important projects become scholars’ emphases and this topicbecame more and more heating in both theoretical and empirical researches.This article use the research method of combining the theory and practice,beginning with reviewing the history, development and research status ofproject management，and emphatically introducing the theory of life cycle.Then we found some existing problems during managing the current powerprojects, such as lack of management rules and communication, weak costmanagement, unscientific schedule management. Subsequently, this articlestudy a case based on one of the famous power construction projects inmodern China, which is named Intellectualization Project of Quanzhou110KV Xijiao Transformer Substation. What’s important, the creativity or thecharacteristic of this article is the introduction of Life Circle Theory into theresearch. On the base of Life Circle Theory, this article proposes somecorresponding suggestions in the project management from the aspects ofproject team formation, schedule management, cost management and qualitymanagement, including:(1)improving managers’ capacities to promote theperformance of Chinese power engineerings;(2)using the method WBS toformulate working plan;(3)using LCC to control the cost;(4)enhancingadvance training, monitoring and afterwards accountability mechanisms. Thisarticle totally has two significances: theoretic combination of Life CircleTheory with power project management and realizing antecedent management in power programs.
