Urban infrastructure plays an important role in social and economic development.As there are many participating entities and complicate structure in the investment ofurban infrastructure, so risks exist in this process. Then it leads to the emergence ofthe risk management of project.This paper starts from an overall introduction on the main contents and thecharacteristics and the presence of stakeholders detail, and then according to the riskmanagement process as a clue. Among them, risk identification, is an evaluationindex of risk which provided by integrated references and the field investigation.During the project implementation process, it can be achieved with comprehensiverisk recognition. Risk identification is the basis of risk assessment. Based on detailedintroduction of sensitive analysis, fuzzy comprehensive analysis and administrativelevels analysis, compared advantages and disadvantages of the three methods, theAnalytic hierarchy process method which is mostly suit case analysis can be selected.In this case, this paper used analytic hierarchy process method to evaluate the risk ofinvestment and financing for urban infrastructure project.The evaluation indexprinciples that the author taking into consideration is based on scientificity, regularityand effectiveness. The paper calculated the level of risk factor by analytic hierarchyprocess method. And the reason of risk existence was analyzed.Then, Interest ratevolatility risk, the risk of default, a market of production conditions and legislation tomake the change the risk of risk.
