The Research On The Investing-Financing Of City Infrastructure Construction In Shenyang City

With China's rapid economic sustainable development, the speed and scale of rural urbanization and towny urbanization will be further improved. The city infrastructure is to provide public material engineering facilities for social production and living conditions and public services, is necessary to the general conditions of material for the city's survival and development, social and economic activities. The acceleration of urbanization on all the infrastructure construction form huge demand. Chinese governments at all levels attach growing importance to expand and improve it. The funds of construction of urban infrastructure projects, and public building project from the government also increases year by year. Shenyang is the capital of Liaoning province, is the largest center city in the northeast area, is also the key construction city to promotes the northeast old industrial base. Shenyang has complete industrial level, which is an important strategic position. In the background of national urban infrastructure financing reform, from the domestic and foreign advanced experience, according to its own reality, bold innovation, and to construct multi-element financing system, to broaden the financing channels, to improve our financing conditions, it is necessary not only for infrastructure construction and development in Shenyang, but also for the national urban infrastructure financing work which plays an important role of exploration and practical significance.This paper contains four sections.The first section is the introduction, mainly introducing the background, purpose, significance, domestic and overseas reviews and related research papers of structure, research idea and research method, etc.The second section is the related theoretical basis. First of all,based on the definition of urban infrastructure, it determines the research object of this paper, and studies the economic features and functions. Secondly it introduces the financing of infrastructure about public goods theory, theory of basic facilities with production sales, theory of project distinction, infrastructure supplies theory and other basic theories. At last, it introduces common modes of several current infrastructures financing, as the basis of the research in this paper.The third section is research on the current situation of infrastructure financing and problems in Shenyang. Firstly it outlines the situation of infrastructure investment and financing in Shenyang from the following three aspects: infrastructure financing basis, infrastructure financing environment and infrastructure financing plan. Then it proposes a currently existing problem of infrastructure investment and financing in Shenyang. The main performance of problems are in three aspects:one is that there exists huge breach during the infrastructure project financing; another is imbalance within infrastructure project financing structure, and the single financing channel:the other one is that local government financing platform is not standard. Finally through cases of Shenyang economic zone project financing, it analysis the existing problems and once again break way of financing bottleneck.The last section puts forward corresponding measures and suggestions based on above foundation theory and research on infrastructure financing in Shenyang. Advices of the existent problems for infrastructure investment and financing in Shenyang include:to construct the multiplex system, to strengthen the indirect financing function, to give full play to the role of main channel bank credit, to optimize the credit structure, to accelerate diversified development of bank enterprise, to promote harmony in combination, to develop various types of financial institutions, to meet the various financing needs and promote joint of financial institutions in economic zones, to promote the optimized configuration of the regional fund, to encourage varieties of financial innovation, to broaden the financing channels of the enterprise, to strengthen the financing innovation, to encourage financial business innovation, to encourage financing product innovation, to integrated local government financing platform, to give full play to the platform action, to build open ecological environment, to improve enterprise financing conditions, to deepen construction of financial function area, to improve environment of financing credit, to perfect the mechanism of risk management, to build open environment of financial market, etc.
