Chengguan District Of Lhasa City Infrastructure Investment And Financing Issues

Urban infrastructure is the foundation of the existence anddevelopment of the city, it affects the life quality of the citizens, and itplays decisive role to the urbanization process. The key element of theurban infrastructure’s sustainable development is how to solve thefinancing problem. Since reform, Lhasa, the capital city of Tibet, hasextended investment on the infrastructure of the Cheng Guan areacontinuously. Besides, in order to pursue a reasonable return oninvestment and trying to build a diversified investment system, thegovernment of the Cheng Guan area is continuing adjusts the structure ofthe infrastructure investment. So far the condition of the infrastructure inCheng Guan area has become better. Entering21century, with the rapiddevelopment and constantly improvement of Chinese market economy,the economy of the City Lhasa also grows rapidly. In order to speed upthe development of the Cheng guan region, Lhasa started to reform theinvestment in the infrastructure construction system, formulate andimplement a series of strategies of the infrastructure investment andfinancing. The reform has improved the infrastructure investment and thefinancing channels.Although Lhasa, Cheng Guan area has gained a brilliant achievement in the infrastructure construction, there are still manyproblems in the infrastructure construction of Cheng Guan area, such asconstruction financial deficit is big, only a single investment subject, lessfinancing channel, legal system is not perfect and so on. This series ofproblem has restricted the development of the infrastructure constructionin the Cheng guan area. In order to promote the region’s development ofthe infrastructure construction, the reform of the financing system of thisarea should be speed up. The government should accelerate the process ofdiversification of investment, thus, the management of the investmentsystem would be normalization and legalization.In this paper, on the basis of existing research, the integration ofnormative approach and empirical approach, literature research anddescriptive study method combining, and qualitative analysis combineswith the quantitative analysis, and according to the practical situation inLhasa, Cheng Guan area, the related problems of the infrastructureconstruction investment had been analyzed deeply, and some solutionswould be proposed. This thesis contains six sections, the first chapter isthe introduction, in this part, and the author introduces some theoriesabout the urban infrastructure construction; the literature review about theresearches in China and abroad, and the background, significance,method and technical rout of this research. Chapter two contains thetheoretical basis, and the correlation theory of the infrastructure was introduced. Chapter three introduced the current situation of theinfrastructure construction investment in Cheng Guan area, specifically,the general situation of the economic and social development andinfrastructure construction. The main topic in chapter four is the majorproblem in the infrastructure construction investment. In chapter five,Infrastructure construction investment and financing of foreign successfulexperience for reference, analyzed the four sent to countries in the field ofurban infrastructure construction investment and financing aspects ofsuccessful experience, namely, the United States, Japan, Britain andFrance. Then the author used the case to provide the ideas and inspirationto solve the problem. In chapter six, the suggests of the investmentstrategy in the Cheng Guan area would be proposed, more specifically,the author had analyzed the investment subject, the financing channels,the financing pattern, and the financing system, and according to thespecific situation of the Lhasa’s Cheng Guan area, the author proposedsome advises of the infrastructure investment.
