Purpose-As China accelerating the process of industrialization, urbanization andinformation, the proportion of fixed assets investment grows bigger in the economic andsocial development. So there is no wonder the construction industry, as the executor of theimplementation of fixed assets investment, is coming to a period of rapid growth.Construction projects of this period usually have larger scales and the investment focus inthe fields of transportation facilities like railways, highways and infrastructure like energy,environmental protection, water conservancy and hydropower, real estate. Faced with thissituation characterized by "high, large, new" investment, China Railway23th BureauGroup7thEngineering Co., Ltd., as a comprehensive construction enterprise, isexperiencing major and profound changes of its internal and external environment and thisrequires the company to take timely adjustment, improve and develop strategies to ensuresustainable, healthy and stable growth.Methodology-This paper made a comprehensive application of management,economics, marketing, human resources management and strategic management theoryand methods based on the theory of enterprise strategy. And the paper focused on the useof strategic management tools and models to analyze the external environment andinternal conditions to determine the overall enterprise strategy, strategic objectives andstrategic model of China Railway23th Bureau Group7thEngineering Co., Ltd.. Finally,the priority of the implementation of the strategy is proposed.Findings-Through Strategic Matching Analysis, this paper concluded that the overallstrategy of China Railway23th Bureau Group7thEngineering Co., Ltd. should beidentified as: adhere to take the construction industry as the principal thing, carry outgrowth strategies supplemented by related diversification and integration strategy; Furtherexpand the market share of railways, highways, municipal works through relativeaggregation of the regional market and low-cost competition; Look for an opportunity toenter the field of water conservancy and hydropower, environmental protection, energyand strive to be harvested in the EPC, BT, BOT projects; try hard to enhance the industrialchain and value chain to make the company a comprehensive construction enterprise inthe management and efficiency and achieve sustainable development.
