The water resource is the pillar of city survival and the economy development. As theworld water crisis is increasingly, how to optimize allocate water resource has become thecommon-concerned issues of sociality. Direct drinking water is an engineering andadministrative means to optimize the allocation of water resources. However, above theengineering and administrative means, the good functioning and social benefits of pipelinedirect drinking water projects also rely on the economic levers to achieve. Reasonablewater price and price structure of science is a good use of economic levers to achieve aconcrete manifestation of the efficient allocation of water resources. This study will focuson pipeline direct drinking water to the price of water-related issues.This thesis is based on the principles of sustainable water resources development, tobuild price models and the pricing system for direct drinking water station. This modelrefers to the current water pricing theory and model, which contains its own characteristicsof direct drinking water projects. The price model is based on the principle of Two-partprice system model with the cost structure. The costs are classified as fixed-cost andcalculated-cost, and final composition of the price in order to reduce fixed investment risk.The model introduces incentives and punishment mechanism into the water price in orderto accelerate the marketing of direct diversion and not a waste of resources.This article made a difference in the fixed-costs collection methods on the two tierprice system model. Fixed-costs in the model will be shared according to the fixedinvestment of the cash outflow in the annual water supply and the price to get through thecombination of fixed-costs and metered-costs. Then, the water price will be based on themarginal characteristics of the price curve is divided into three stages. Cascade water pricetrend first and then decreased with the increase in water consumption was.
