The costs are classified as fixed-cost andcalculated-cost, and final composition of the price in order to reduce fixed investment risk.The model introduces incentives and punishment mechanism into the water price in orderto accelerate the marketing of direct diversion and not a waste of resources.This article made a difference in the fixed-costs collection methods on the two tierprice system model. Fixed-costs in the model will be shared according to the fixedinvestment of the cash outflow in the annual water supply and the price to get through thecombination of fixed-costs and metered-costs. Then, the water price will be based on themarginal characteristics of the price curve is divided into three stages.
