The village cadres are the backbone of the Chinese Communist Party and thegovernment in rural areas. They are also persons who propagandize the routes, guideprinciples and policies of Chinese Communist Party and the government. It is animportant guarantee for the success of the Party and the government in variousundertakings in rural areas to make effectively utilization of rural cadres. However, inChina, the research on performance evaluation of village cadres starts late, and the relatedtheory system is not perfect. Under the influence of political system and traditionalconcepts, village cadres performance evaluation is still in relatively extensive managementmode, the performance evaluation goal is not clear, the leading is not strong, the index isunreasonable, the performance improvement is not obvious and some other questions,which seriously affect the enthusiasm and the effective role in the village cadres’ work.Therefore, it is of practical significance in deepening rural reform, strengthening theconstruction of grass-roots organization, and promoting the balanced urban and ruraldevelopment to enhance the study of the performance evaluation of rural cadres, toestablish a scientific, rational, focused, and practical performance evaluation system forthe village cadres, and to guide and inspire their self-consciousness and enthusiasm tobuild a new socialist countryside.In the paper, questionnaire and interviews are carried out in respect of the problemsrelated to the performance evaluation of village cadres in G town with rural cadres of Gtown Zhongshan in Guangdong as samples by studying design theory of performanceevaluation system. Based on the feedback, current problems exist in the performanceevaluation index system for village cadres of G town are concluded by statistics, andin-depth analysis is made to find out the root causes of these problems. On this basis, wefurther clarify the design principles and procedures in the performance evaluation systemof the village cadres, and propose countermeasures for reconstruction of performanceevaluation index system and its support system of G town village cadres.Through the above research, AHP Analytic Hierarchy Process and Group DecisionMaking are successfully used to reconstruct performance index evaluation system of Gtown village cadres, and safeguard measures are discussed to enhance the effective implementation of performance evaluation index system of village cadres from threeaspects of innovation management system, enhancement of performance communication,and improvement of incentive mechanism.
