Culture Industry is the most active, fastest, and most promising new and greenindustry in the modern world economy. Since the beginning of21st century, cultureindustry has entered a new period of rapid expansion to promote the economic and socialdevelopment and employment growth, which has caused widespread concern ofgovernments and societies. As the sunrise industry of the21st century, the developmentstrategies of culture industry have become important elements of national developmentstrategies of many countries.Chinese economic and cultural development has entered a new period. Our countryformally announced the plan to revitalize the culture industry in2009, marking the cultureindustry rising to national development strategies. The Communist Party’s sixth plenarysession17th emphasized on accelerating the development of culture industries andpromoting culture industry to be the pillar industry of national economy.Culture industry has broad development prospects in China’s urban construction field.Culture industry’s development must be based on the systematical urban constructionprojects, rely on new methods of planning and new models of implementing, and realizethe optimization of decision making, which is a very important task in sustainabledevelopment of urban construction.Combining with the research program of Culture Industry Development Planning ofQingyunpu District of Nanchang, the paper analyzes the domestic and foreign culturalindustry theory development, evolution and practical demands, studies the definition andclassification of culture industry, explores the concepts and methods of industrialconstruction project development plan and proposes a planning method of urban cultureindustry construction project. Finally, the paper carries out a case study on QingyunpuDistrict of Nanchang.
