At present, China’s rapid economic growth is largely dominated by expensive ofresources,which is extensive mode of economic growth. How will this growth change tointensive model of economic development, achieving science and technologyintoproductive forces, become urgent problem to be solved. This changes primarily rely onthe application of science and technology innovation. So with innovative research anddevelopment as the Foundation for development of high-tech industry become animportant way to change the mode of economic growth, in order to optimize the structureof economic development. For high-tech industry, R&D activities is the core of scientificand technological innovation activities, so it is very important to effectively evaluate R&Dactivities on the high-tech industry innovation output function, enhancing theindependent innovation ability in China, promoting the optimization and upgrading ofindustrial structure and changing the mode of economic growth, this is also thefundamental aim of this paper.This paper bases on the theory of endogenous growth, first it summarizes the relatedresearch results at home and abroad, on which for research summary; Then analysis ofthe endogenous growth theory under the R&D activity of the endogenous, and endogenoustechnological spillovers and international technology spillover, deduced from R&Dinvestment in high tech industry innovation output transmission mechanism; In nextempirical research part, based on the theory of endogenous growth model, Select China’sthree regional high and new technology industry and the five industry segments associatedwith panel data between2000-2009, has specific regression analysis on endogenous R&Dinput and output of innovation relation under endogenous technological spillovers andinternational technology spillover,from industry level and regional level.From this wefound:1) Innovation efforts is the national high-tech industry innovation and developmentof the basic driving force, especially in Eastern area, Only strengthen the independentinnovation is the way, so we need spared no effort to strengthen R&D activities;2)Endogenous technology spillover effect showed a weak negative externalities, whichreflect China’s three regional high tech industry homogenization, mutual imitation to someextent hindered the development of innovation environment, so we need strengthen industry cluster environment, Promote the union of technology and economy, throughspecialized agglomeration, regional industrial structure optimization,and so on;3)International technology spillover shows positive effects, Explained the necessity of thefurther active use of foreign advanced research and development resources to develophigh tech industry in our country;4) As a control variable for the scale of enterpriseoverall is negative effect on innovation output, that blindly through the expansion ofenterprise scale to get profit can enable enterprises to obtain long-term development.Another variable, Capital goods investment on innovation output was positive. It showsfixed equipment investment having promote action in innovation and production. Finally,the article combined with empirical results, made several points about the appropriatepolicy recommendations on how to strengthen endogenous R&D efforts, to enhance thecapability of independent innovation from the roots in China.
