In recent years, due to the aggravation of the problem of aging,demographic change and the weakening land security function, the ruralold-age problems has becoming more and more serious. The Government paymore attention about the rural issue, making the rural pension began to be thefocus. The new rural social endowment insurance policy experienced a shortertime since2009as a new policy. During the initial stage of its implementation,it will inevitably face by many factors and constraints, and how to reduce suchfactors and maximize the mobilization of the enthusiasm of the policyaudience is the core issue of this study.Through Minxi L County case to study the implementation of Fujian newfarmer’s insurance policy, found the problems and make relevantrecommendations to address these issues for the new agricultural insurancepolicy to increase the empirical research, expect the study to contribute to theeffective implementation of the new farmer’s insurance policy.In this paper, we use the method of combining quantitative analysis withqualitative analysis, and make the questionnaires and interviews in theinvestigation process, use the SPSS statistical analysis software to deal withthe questionnaire data, with certain empirical.Based on statistical data, we study the new rural social pension insurancefrom a public management perspective. With the study of social pensioninsurance and public management theory analysis and comparison of old andnew agricultural insurance, the typical foreign model, as well as the Minxi LCounty new farmer’s insurance policy carried out by the actual situation,starting from the interaction between policy subject and the policy objectbased on statistical data, analysis of policy implementation, policy constraintsof the subject and the policy object, then a matter of policy the main theobject of aspects of how to communicate, how to build an interactive model,more effective ongoing, and the corresponding countermeasures andsuggestions for the new farmer’s insurance policy, in order to achieve thegoal of optimizing the effectiveness of policies.
