Grain direct subsidy policies on food security, increase farmers’ income has apositive effect, developed countries have adopted a series of measures to mobilize foodsubsidies farmers engaged in grain production enthusiasm. After the reform andopening up, China’s grain subsidies to farmers has also been given more and moreattention. In2004, China’s grain subsidy policy system formed.Chinese grain subsidy policy has gone through three stages of development,namely the formation of financial subsidies to agriculture policy period; financialsubsidies to agriculture policy development period; financial subsidies to agriculturepolicy innovations period. Papers in retrospect of China’s grain subsidies historicalstage of development, based on the analysis of the different stages of development inthe Chinese government according to the prevailing conditions established by theanalysis are summarized adapt food subsidy policy. Local governments also play ahuge role, combined with the actual level of development around, actively implementvarious effective ways for farmers food subsidies. These initiatives not only increasethe income of the farmers, but also for food security policy has played a certain effect.But at the same time, China’s grain subsidy policy also inherent deficiencies, such assmall amount of financial support for agriculture food subsidies; grain subsidiesrelative chaos; grain subsidies and the structure is not reasonable, clear; managementsystem running sluggish and so on. These are restricting the food subsidy policy toplay a positive impact. Internationally, the United States, European Union and Japanon grain direct subsidy policy and stressed the importance of the degree level are veryhigh. In later chapters, papers developed countries and regions in the review of theevolution of grain subsidy policy and the status quo on the basis that the foreign policyaspects of food subsidies can learn from the place.Compared with developed countries, food subsidies, food subsidies to supportour way than a single, supportive lesser degree, a smaller proportion of the expenditure, the operating mechanism is weak.
