Study On The Policy Of Scientific Research Funding Management

Research funding, as the important part of study, provides the supportof national science and technology development. How to use the researchfunds more reasonably and efficiently is the key point of governmentagencies at all levels and the academia, and also one of the objects ofscientific management. Chinese Academy of Sciences (CAS), of the sameage with the new China, is both the national topmost academic institutionin science and technology and the integrated research and developmentcenter in natural science and high-tech. Management of scientific researchfunding is not only an important component of management functions inCAS, but also the guarantee conducting study in a proper, order andefficient way.Based on the related concepts of scientific research fundingmanagement and content analysis of public policy, game theory and budgetmanagement theory, this thesis through content analysis to study andanalyze the policies of CAS scientific research funding management sincethe reform and opening-up, especially since the Knowledge Innovation Program (KIP) Pilot Project of CAS, to reveal the unreasonable andunscientific parts and to explore the producing reasons, to propose a betterframework and lay the foundation for formulation and consummation ofCAS scientific research funding management policy, and to provide theoperable suggestions and revela·`ions for the policy-making of scientificresearch funding management.There are six chapters of this thesis. Chapter1mainly introduces thebackground, significance, current status, research idea and approaches ofthe present study. Chapter2elaborates the content analysis of publicpolicy, game theory and budget management theory. Chapter3describesthe analysis of the scientific research funding management policies of CASbased on view of policy environment, stakeholder and tools of policy.Chapter4summarizes the characteristics of CAS research fundingmanagement policy and analyzes the difficulties and reasons. Chapter5introduces the experiences of research funding management policies fromdeveloped countries. Chapter6proposes the operable suggestions tofurther improve the policy of scientific research funding management.
