Because the modern market competition is becoming increasingly fierce, theenterprise’s survival pressure increase. In order to maintain the survival of enterprises,and realize the sustainable development, enterprises must introduce high quality talents,create a high level of employee team. As is known to all, talent competition has becomethe focus of market competition, and human resources’ importance gradually revealed,and has become important resources for enterprises in the market. Human resourceplanning is combining internal and external environment changes according to theenterprise development strategy and target, to supply and demand situation ofreasonable prediction and effective analysis, make scientific human resources planningscheme, ensure enterprise to obtain the high quality human resources guarantee andpromote enterprise’s rapid development. Effective human resource planning can helpenterprises to achieve strategic objectives, improving the core competitive power. Asthe electric power industry develops, power supply enterprises which are alwaysmonopoly enterprises also need to see the situation, change the traditional personnelmanagement of the obsolete concept and mode, adjust strategy, put human resourcemanagement in an important position, create a moderate scale through the scientific andreasonable forecast analysis of human resources, reasonable planning, creating amoderate scale, the vigor of the talent team will help the power supply enterprise toachieve their strategic goals and sustainable development.The state grid construction is very important to modern national economicdevelopment, and it is the guarantee of the development of the economic infrastructure,and it also affects the rural economy and agricultural development. At present, China isstrengthening the construction of a new socialist countryside, and paying attention to thedevelopment of rural economy. China is trying to improve the level of farmers’ income,and rural power grid construction is very important to agricultural development.Because rural power grid is an important part of the national power grid, completing thepower supply enterprise’s human resources planning is of great significance for the state grid construction, especially the rural power grid construction. Based on the agriculturalXW county power supply bureau as the object of study, combining XW countydevelopment actual situation, I collected the human resources data of from2005to2011,including total employees, age structure, degree structure, support structure, theenterprise human resources planning research. First of all, the domestic electric powermarket are briefly described, and based on the theory of human resource planning athome and abroad research situation, human resource planning of the main steps arediscussed, and illustrates the human resources planning in the power supply in theprocess of enterprise development importance; Secondly, the XW power supply bureauof internal and external environment and human resources development analysis of thecurrent situation, and then I point out that the existing XW power supply bureau staff ofthe age structure of the aging trend, have more than four small number professionaltitles, also established the enterprise employees and supply a between the linearregression model. Third, by using grey prediction model and markov chain analysis, theXW power supply bureau from2012to2014by three years of human resource supplyand demand status of forecast and analysis, and comparison of the actual in2012torecruit personnel quantity, the forecast results with the actual data of the differencesbetween the reasonable explanation; Fourth, in the human resource supply and demandcondition prediction based on the supply and demand prediction results are analyzed,and at the same time I put forward the human resource planning goal and key, andformulate the corresponding security measures and the implementation steps, throughthe system safeguard measures to promote enterprise realize human resources planningtarget, so as to promote the healthy development of the enterprise.
