Human resources are the most critical and most active factor in the four ele ments of the social production. Human resources as the bearers of knowledge an d skills became an important factor in the formation of enterprise core competiti veness, human resources are the strategic and critical resources in enterprises dev elopment. Human resources planning is focused on the enterprises’ future activitie s, analyzed and researched the human resources systematically, forecasted human resources needs in the future and developed a effective and actual human resourc es management policies from the perspective of corporate strategy. Good human resources planning can make the corporate human resources to adapt to the need s of modern management, it provided the basis for important personnel policy an d programmatic guidance for corporate human resource management, it served as a catalyst for companies to complete the construction of modern enterprise syste m.Power industry needed excellent human resources as an important basic indu stry and knowledge and technology-intensive industries. With the continuous deep ening reform of power system and growing competition in electricity market, po wer supply enterprise recognized the importance of human resources planning in from the development of a strategic height, analyzed, forecasted and developed a human resources planning. this is the only way to achieve sustainable developm ent for power supply enterprise.This paper introduced the history and current research in domestic and forei gn in human resources planning development first, expounded the principles of h uman resources planning, function of human resources planning, characteristics of human resources planning and other theory, introduced forecasting methods of h uman resources demand, include Delphi method, Micro-integration method, Neural network prediction method, gray prediction method, introduced forecasting metho ds of human resources supply, include Status check method, Person replace diagr am method and Markov method. This paper analyzed the development prospects of power industry, development strategy and human resources of A supply compa ny, researched the internal human resources environment, included status of natio nal employees, status rural electricity employees and principal work employees, a nalyzed the main factors affecting the A power company’s human resources by h istorical human resources data of A power company, predicted the human resourc es demand, included management position demand forecasting, production and ma rketing departments demand forecasting, forecasted A power supply company’s status of human resources supply by Status Check method and Markov method. T his paper analyzed the balance between human resources supply and demand, pro posed a human resources implementation plan from institutionalize and systematis m at last.
