Human resources are the first resource of knowledge economy era, are strategic and key resources for the survival and development of companies. Power industry as a technology-intensive industries and the importance of people's livelihood, basic industries, but also need good human resources to meet the growing challenges of competition in the market. With the continuous deepening of China's electric power system, although the company Handan power company has done a lot of human resources management reform and the work, but there are still many problems, so it has great practice meanings to carry on human resources planning and design to the power supply enterprise.This article analyzes the research background and status of foreign-related research, overview the relevant theory of human resource planning, which describes the meaning of human resources planning, principles, characteristics, classification and processes, and focuses on human resources Demand forecasting methods and human resource supply forecasting; Then, Handan Power Company for the study, analysis of the company's environmental and current situation and existing problems of human resources; and then use the improved GM (1,1) model and the Markov model to predict the company's human resources demand and supply conditions of the next three years respectively, and analyzed the balance between supply and demand; on the basis of the above analysis, from human resources strategic planning and the four major business areas of human resources recruitment, training, incentive and starting a career in human resources planning, analyzed the implementation measures and the need for human resource planning implementation continue to be controlled, modified and improved.Through the research we found that the firm must establish a scientific and rational human resources planning and human resources management system, to adapt to the evolving needs of companies in order to ensure healthy and sustainable development of enterprises. The study of the theses put a strong human resource support for the Handan power supply company to achieve the objectives of building the harmonious company.
