Research On Modern Services Of West District Of Shapingba

West district of Shapingba is one of the six sub-centers defined in the urbanand rural overall planning of Chongqing. After the construction and developmentduring the period of the eleventh five-year plan of China, the West Districtnowadays has been played an important role of connection during the main city’smoving northward and westward. The West District has formed high-endmanufacturing cluster based on IT and integrated circuit, and at the same time theDistrict has developed tens of thousands of customer groups mainly consisted ofuniversity students and industrial workers. Objectively, it demands the modernservices’ supporting increasingly. Currently the producer services, science andtechnology services and newly services, such as finance, creative design, ITinformation, marketing, image design, service outsourcing, entertainment andrelaxation, and so on have fallen behind seriously in the West District. The articlediscusses the formation of system of the modern services in the District just underthe circumstances of the above special background. The system would lead thedevelopment and general layout of the producer services, newly services andscience and technology services, so that the District can satisfy not only the needsof the located enterprises but also of the university teachers and students andindustrial workers. More than that, the article aims at supporting other similar newcity areas with some examples in developing modern services.The article analyses the modern services in the District systematically. Itused SWOT analysis and combined normative analysis and countermeasureanalysis, static analysis and dynamic analysis, macro-analysis and micro-analysis,theoretical analysis and descriptive analysis based on Industry Cluster Theory,Natural Resources Endowment Theory and Industrial Gradient Shift Theory. Firstly,the article analyses the necessity and feasibility of the modern servicesdevelopment in the District; Secondly, the article puts forward the method of thedevelopment. It suggests that the District should develop the producer servicespreferentially, cultivate the newly services and make the science and technologyservices bigger and stronger. Finally, the article proposes some safeguard measuressuch as organization pushing, policy supporting, organic integration of enterprises,universities and research institutes, perfecting the environment, and so on. The article aims at the problem of “having universities without city” and“having park without city” in the District and puts forward the methods of thedevelopment of the modern services from three aspects of developing the producerservices preferentially, cultivating the newly services and making the science andtechnology services bigger and stronger, which has some practical significance.However, the article has some defects, e.g. lack of academic support, analysislacking depth, non-refining text, and so on.
