Grain is essential to the survival of human beings. Our country has a large population, and with arable land and fresh water resources in short supply, grain supply has long been in tight equilibrium. Food security has been causing wide public concern and has remained a challenging global problem. The American intelligence company Strategic Forecasting (aka. Stratfor) has pointed out that grain has become the trump card in geopolitics. The State Council approved the establishment of the China Grain Reserves Corporation in2000. A State Grain Reserves line-administration system was starting to take shape. In2003and2004, the promulgation of "State Reserves Administration Statute" and "Grain Circulation Administration Statute" indicates that the administration of state grain reserves was being legalised. Under the commercialisation of grain purchase and sale, the State Grain Reserves have become the material base for implementing the central government’s macro-economical regulations, ensuring food security, and maintaining the stability of society.In this dissertation, I will first analyse the current circumstances of grain production and grain reserves, and argue that strengthening the supervision of the State Grain Reserves is significant from both theoretical and practical evidence. Then I will review the evolution of the State Grain Reserves system from four historical periods, and summarise how this system has been supervised in recent years. On such a foundation, I will analyse the manifold issues that we are faced with in supervising the system and provide solutions from four aspects:standardising the internal administration of State Grain Reserves Corporation, strengthening the supervisory role of the Grain Department, improving policy and regulation system, and establishing long-term supervisory mechanism. I hope this study will serve as a basis for the government in establishing laws, regulations, and policies concerning grain reserves, and provide reference in improving the State Grain Reserves supervision system.
