Research On The Evaluation Of Regional Rural Road Construction And Development

"San Nong" problems facing our country, in the final analysis, is ultimately the problems of farmers,the essence of the problems is to increase farmers’ income, and rural roads is the basic hardware facilities topromote farmers’ income, so the development and construction of regional rural roads had played a role insolving "San Nong" problems and building “new socialist countryside”. But what are the difficulties thatwe will be faced with? What are the effectiveness of rural road construction each region in each stage?Where the way is the construction and development of regional rural roads in the next stage? These requirethe use of scientific evaluation methods as a guide, in order to ensure to find and solve problems timely,accurately and deeply.The paper compared and analyzed the evaluation management and research status of construction anddevelopment of regional rural roads at home and abroad, the result show that the evaluation of constructionand development of rural roads is not perfect, because didn’t give full consideration to the particularity ofenvironment,and the dynamic and static characteristics. Analyzed the connotation of the region anddivided the region into three levels (eastern, central, western; province; county), and the outside system ofregional rural road is divided into four subsystems, namely, the geographical subsystem, social subsystem,economy subsystem, policies subsystem. First, discussed the connotation of the dynamic coordinationdevelopment between the regional rural road system and the outside subsystems, analyzed the mutualaction mechanism of the outside subsystems and regional rural roads subsystem, and illustrated ImpactFactors of subsystem. Then, based on Maslow’s needs theory the paper constructed staged mechanism ofconstruction and development of regional rural road, proposed the content of phasic evaluation, namely,construction, maintenance, operation, management. And the paper proposed the method for establishingevaluation objectives. Finally, make use of "bucket theory" to analyze the two evaluation resultssynthetically, and provide a reasonable basis to promote the development and construction of rural road.Use the classified expansion method of target to establish the evaluation index system, and select thegray correlation degree and coordinate calculation method as the evaluation method of dynamiccoordination and static phase. Based on comparative analysis of regional differences of rural road, take theconstruction and development of rural road in Fujian Province in2009as example to verify the feasibilityand effectiveness of the evaluation method, and analyzed evaluation results comprehensively, to identifyproblems, and put forward the solutions. At last, the paper combined "stakeholder" theory and systemengineering theory to explore the relevant measures for promoting regional development and constructionof rural road.
