In the early1970s, South Korea participated in the world’s shipbuilding market as emerging countries and in the1980s, became one of the world’s leading shipbuilding countries. In the mid-1990s, Korea took a great success in the global shipbuilding market and become the world’s second largest shipbuilding country. By virtue of its highly qualified and experienced human resources, a variety of experience in shipbuilding, shipyard work efficiency and the continuous development of shipbuilding technology, Korea steadily expanded its influence in the world shipbuilding market. After2002, Korea has been in the spotlight in the shipbuilding industry which is operating results are more than Japan. The results include a number of shipbuilding orders received, the actual completion of the number of shipbuilding and the backlog of shipbuilding orders. On the other hand, the implementation of reform and opening up policy in the late1970s, China is increasingly consolidating its position of the modern shipbuilding industry. After the end of the1980s, China’s shipbuilding industry as the main driving force to boost national export and actively provide a range of policy support for the national shipbuilding industry. After1995, with the huge demand of its domestic shipbuilding and price competitiveness based on low labor costs, became a high-profile country in the global shipbuilding industry. In addition, under the influence of China’s economic growth, the continuous development of the ocean distribution has created a large demand for the shipbuilding industry. In order to meet the large demand for vessels in the new industrial system of the large shipbuilding industry and to expand the production scale of the domestic shipbuilding industry has made a tremendous effort. After2005, China’s shipbuilding industry has been in support of the Government as the main part of the national strategic industry for rapid development, at the same time, the technological competitiveness of China’s shipbuilding industry significantly improved, while its management system has also been significantly improved. The biggest advantage of China’s shipbuilding industry, compared to South Korea has a competitive advantage in labor costs, which is labor costs of China’s shipbuilding industry is only20percent of South Korea. On the other hand, the Korean shipbuilding industry is also faced with the increasingly weakening the competitive advantage in other areas. In the next decade, it is expected that China on the basis of price competitive advantage through technological innovation and development of human resources to build its competitive advantage in the shipbuilding market. Currently, in order to maintain the status of the world’s largest shipbuilding country. South Korea must make a variety of efforts. Such as R&D of core technology and new concept on the premium vessel, through multiple channels to enhance the price competitiveness, the development of the workforce system to ensure the quality of human resources, to strengthen the infrastructure construction of the offshore factories and technological competitiveness, provide policy support and increase large R&D investment.
