Shipbuilding industry distinguished itself by its intimate connection to shipping business and the National defence system.All countries over the world made varies kinds of industrial policies and many of which is represented in the form of law. Facing the reality that the scholars concerns about the content of the policies much more than the formality thereof,the author felt that this circumstance should be changed.This dissertation comes into five chapters.The fisrt chapter explains its topic,clarifies the definition of supporting and regulating of the shipbuilding industry.Tries to explore the value and importance of the legal system which supports and regulates this business.Section 1.4 expounds the utility of law in the supporting and regulating process,which also sets a tune for the following text.In the second chapter,the author analyzes the legal systems which support and regulate the shipbuilding industry in Japan,Korea and USA.Lists their specialities, and compares the three countries' legal system,generalized two modes:competitive mode and the lean mode.Base on these conclusions,the author discuss how China should learn from these countries.In the Third chapter,the present legal system on shipbuilding business is introduced,the author searched the laws and regulations of China according to the classification above.In addition,this dissertation pays attention to the international conventions such as the WTO laws and the IMO laws,which also influence our supporting and regulating law system.In the fourth and fifth chapter,As the raging finacial crisis is doing damage to our shipbuilding industry,the author reviews the problems that the crisis brought and give several suggestions which might help,and these suggestions are also the basis of the legislation suggestions.Besides all the obvious opinions the author puts in the last few paragraphs,an idea that it is run through this article of:by means of law,we can interfere the industry as less as possible in a wiser and more proper way.
