Under these aims:increasing farmers’income, protecting the rights and interests of farmers; ensuring food security, maintaining social stability; developping a moderate scale operation in adaptive areas, and gradually moving to modern agriculture, in order to promote transference of rural land contractual management right, we can commit the main status to the farmers; strengthen the guide to the market and improve the system and supporting facilities of land transfer; build the legal system to provide legal protection of land transfer; improve the external environment to reduce the faremers’worry about their lives.
