| Vulnerable groups is a general social phenomenon in process of historical developmentof mankind which is widely concerned by political science, sociology, social policy research.Now China is a society in transition, in this background, the composition of China's socialconditions of vulnerable groups is very complex. It has many problems and its size has agrowing trend. It already became one of the important risk factors, which affect China's socialstability and social development.
