The paper takes the vulnerable groups as study object; it discusses the innovation of housing security system by means of combination of theory and experience in Shenzhen city for vulnerable groups from the perspective of government and the feasible housing security countermeasures are presented for vulnerable groups. It has important research significance and application value to improve housing security system for vulnerable groups in the process of modernization.Based on analysis of previous studies on housing security system for vulnerable groups, the paper uses the research ways of literature study, field trips and depth interviews and so on to analyze the living level and the range of the vulnerable groups in-depth in Shenzhen. Then, it discusses the housing security system evolution and its status for vulnerable groups in Shenzhen. On the basis of summarization of mode characteristics and mechanism of housing security, it analyzes the current housing security situation and problems and finds that the faultinesses of Shenzhen housing security system are caused by being lack of long-term goal, laws and regulations lagging, imperfect supporting facility, big hole of audit, hard income supervision and lack of social forces to participate in. Through learning from the typical models of city housing security for vulnerable groups in Singapore, New York and Honk Kong, it finds out the differences and implications of the housing security system. A "five in one" city housing security system for Shenzhen vulnerable groups is presented.Through the above analysis, it finds that urban housing security system for vulnerable groups involves the scope of protection, sources of funding, land use planning, housing supply, supervision and management and other aspects. Only adopting the multi-pronged approach, it is fundamentally reverse the lag in affordable housing unfavorable situation. Finally, according to the actual situation in Shenzhen, it proposes a "five in one" city housing security system for vulnerable groups in Shenzhen, and improves the system to provide some workable measures.
