Financial Research On Liaoning Coastal Economic Zone’landless Peasants Pension Insurance

<Liaoning Coastal Economic Zone Development Plan> has been approved, thisinitiative marks Liaoning Coastal Economic Zone has become the national strategy,which brings a historic opportunity for northeast industrial base’s overall revitalization.Through the interaction with Shenyang Economic Zone, the combination of differentcities’ comparative advantages, and the development of leading projects, LiaoningCoastal Economic Zone can be built to become China’s new growth pole.However, as the marginalized and vulnerable group which is produced in LiaoningCoastal Economic Zone’s development process, landless peasants are facing grimexistence problem. As the beneficiary of economic activities, government should giveadequate attentions to landless peasants’ pension insurance and take the financialresponsibilities to this problem. It will not only protect landless peasants’ legit rightsfrom being violated, but also can further the urbanization process，ensure economicsociety’s stable development, maximize economic zone’s overall advantages and drivenortheast industrial base’s economic boom，if landless peasants’ pension insuranceproblem is solved properly and financial funds are put in place. Therefore, how to ensurelandless peasants can be looked after when they are old has become an urgent problemthat needs government to deal with.This article treats Liaoning Coastal Economic Zone’s landless peasants’ pensioninsurance system as the object of study, analyze Liaoning Coastal Economic Zone’slandless peasants’ living situation, sort out current land expropriation compensationmethods and landless peasants’ pension insurance policies among different cities inLiaoning Coastal Economic Zone. It uses empirical analysis method to forecast landlesspeasants’ pension insurance’s demand for financial funds and explores fiscal policieswhich can upgrade the level of Liaoning Coastal Economic Zone’s landless peasants’pension insurance, based on studying relevant experience. There are seven parts in thisarticle. The first part is an introduction which clarifies this study’s ideas and researchmethods. The second part introduces concepts and theories which are related to LiaoningCoastal Economic Zone’s landless peasants’ pension insurance. The third part describes the current situation of Liaoning Coastal Economic Zone’s landless peasants’ pensioninsurance, and sort out current land expropriation compensation methods and landlesspeasants’ pension insurance policies in Liaoning Coastal Economic Zone.
