Before the institutional reform of the Shenzhen Government, the various modes of transport (Highways, Urban roads, Railways, Civil aviation, Pipeline, Mass transit, Public buses, Taxis and other modes of transport) are managed by different govern departments.so that there were several types of management models:"vertical management model," horizontal management mode "and" bar parallel mode, which resulted in regional division, department division, fragmentation, poor convergence, finally made a serious impact on the overall effectiveness of the play of integrated transport.The government institutional reform held in2009fully learned from the successful experience of the world’s most advanced urban transport development in Singapore, Hong Kong and New York, then established the Shenzhen Traffic and Transport Committee, built a systematic management of the city’s transportation:" policy-Planning-Design-Build-Operate-management-services-emergency", which fundamentally established the big transportation management system called "one city one traffic". As per the Shenzhen Special Economic Zone expanding to Shenzhen city-wide; integration of the whole city; the closer transport links of Shenzhen Dongguan and Huizhou; the deeper regional cooperation of Shenzhen Hongkong and Guangzhou, Shenzhen transportation construction is facing unprecedented opportunities and severe challenges.This thesis, taking the institutional reform and the implementation of traffic management system in Shenzhen as background, is systematically analysing the present status of Shenzhen traffic administrative system, learning from the advanced experience of domestic and international reform; studying how to do the implementation of transport system of management ideas and the government functions; offering reference to the requirements of the following reforms:innovative administrative system in Shenzhen City; deepen the reform of most of the system; the formation of decision-making, execution, supervision and administrative framework of mutual restraint, mutual coordination; optimize administrative operation mechanism; promote government management more standardized, orderly, open and transparent, pragmatic and efficient.
