China’s civil aviation is becoming increasingly fierce competition, the air transportenterprise are fully realized, with a relatively stable pilot team, can make theenterprise in the fierce competition, but make what kind of pilot team, how to ensurethe pilot in daily management and flow in avoiding labor dispute has become theaviation enterprise human resources management the key work.Due to the supply of pilots with high scarcity which has become an indisputablefact in the China’s civil aviation. The paper first start with the development of China’scivil aviation industry and the competitive landscape. Through data to analysis therapid development of China’s aviation future prospects, and then through thepresent small and medium-sized aviation company strategy development and thecompetition pattern to derived small and medium-sized airlines due to the rapidexpansion generated pilot introduction, transfer and flow, daily management and pilotmanagement cause related problems. I studied Jiuzhi airlines Co., LTD historybackground, business development strategies, management, analysis and find Jiuzhiairlines pilot labor dispute and focus on the issues, the most important systemic issuesare related to the management about pilots. We have an obligation to prevent andsolve, work out suitable system for Jiuzhi airlines and pilot combination, in orderto find out the principal contradiction.Therefore, this article first of all identify thecivil aviation industry which is similar to Jiuzhi airlines management strategy ofmedium-scale airline as a research model, analysis of new enterprise managementstrengths and experience in the development process, especially with regard to pilotmanagement and construction characteristics, thereby providing intellectual airlinepilots labor management with objective, accurate and reasonably comprehensivepreventive measures.According to the Jiuzhi airlines labor dispute problem. Summing up Jiuzhi airlinesissue, and combing the current Jiuzhi airlines human resource management system.The author from a separate, special pilot management system to solve problems,which is the most effective means for Jiuzhi airlines pilot labor dispute prevention.Therefore this paper chapter4for system design section, combined with JIUZHIairlines pilot management,based on the actual situation of tightness, objectivity andpracticality, practical as a starting point, work out "the pilot recruitment managementsystem","the pilot flow management method","the pilot training and examinationmanagement system","the pilot out-of-pocket training cost management method","the pilot salary management system". And then to prevent and avoid the pilot dailywork process and the cause of the problem. In addition, based on the above system,the pilot entry management, this paper sums up "the pilot introduce intentionagreement","the pilot labor contract","the pilot flow transfer agreement", to protect Jiuzhi airlines in large-scale introduction of mature pilot, namely in the "entrance"and the pilot flow "export" aspects of the standard text. The purpose is through thescientific, objective and reasonable management system to prevent and effectivelysolve the pilot from the labor relations management, introduce and flow management,training and examination management, compensation and benefits and other aspectsof emerging issues.
