With the development of economy, science and technology, the average human lifeexpectancy has been extended; the problem of aging population has become serious allover the world. In China, what’s worse, the family planning system accelerates the pace ofaging. According to the fifth census data, by the year2000, china’s aged population hasbeen over10percent of the whole population. This data indicates that China has enteredthe aging society. Facing this inevitable trend, countries all over the world have takentreasures, such as resources development of elderly, social security, industrial structure andso on. All these treasures improve that the resource development of elderly has attractedenough attention in many countries around the world.The resource development of elderly has a wide range, this article analyses from theperspective of rational allocation and utilization of labor resources, to make the elderlytake part in the social labor again. This article first introduces the background andsignificance of the study, analyses the necessity and feasibility of resource development ofelderly. In the end, it analyses from the basis of the past researcher, and it chooses sixfactors which may influence the re-employment of the elderly, such as gender, age, healthstatus, economic status and educational level to research if the elderly are willing to bereemployed. By the way of questionnaires, it surveys the condition of the elderlyre-employment in Shandong Province. Through the cross-table status that was got to makea primary conclusion. And then through the establishment of logistic regression analysis toprove which factors effect the re-employment of the elderly most. The final conclusion isthat, the factors like gender, age, health status, economic status, whether have skills or nothave a significant effect on the re-employment of the elderly, while the educational leveldoesn’t has a significant effect. And then begin to build elderly human resourcesdevelopment system from the principle of development, target selection, organizationalsecurity, and the method of system. Finally, it combines the practice of the USA and Japanand some developing countries, and raises the following countermeasures and suggestionsfor China’s elderly human resources development.
