In 2000,China entered an ageing society formally,which is accompanied by a gradual weakening of the “demographic dividend”,an increase in the old-age dependency ratio and an increase in the payment for old-age insurance.China's long-standing retirement policy has forced a large number of elderly people who are in good health and still have the ability to work,and whose knowledge and skills have rich experience and experience leave the labor market,which is a waste of those persons.Therefore,discussions on delayed retirement age have emerged in the past decade.There are agrees and disagrees coexisted.Progressive delayed retirement policy is gradually approaching.Before this policy is formally implemented,and before the overall retirement age is completely delayed,it is significant to play the greatest advantages of aging human resources and to reduce the impact of aging on the country,enterprises,and families.Based on this,this article takes the resources of young people in urban areas as the main body of our discussion.Taking Xunyang County in Shanxi Province as an example,we discuss the development of the young elderly human resources in urban areas from the perspective of county.First of all,the article takes population aging as its focal point,and is based on demographic transition theory,human resources theory,Maslow's demand theory,life cycle hypothesis and other classic theories.The research progresses in-depth related to the human resources development,especially the concept of the development of elderly human resources.Then,the article takes Xunyang County as an example,it analyzes the aging situation in the area and the development of the old-age undertakings through various statistical data released by the government,and then uses a questionnaire survey to understand the will of the elderly in Xunyang to participate in redevelopment activities.Through regression analysis,the factors that influence the willingness of elderly people to participate in redevelopment activities are discussed.The empirical study first performed a descriptive statistical analysis of the elderly population demographic characteristics,economic life conditions and social relationship characteristics to understand the basic situation of the elderly in the sample area,and then through cross-analysis methods and Logit regression analysis methods to understand the influence of different factors on the willingness of the elderly to participate in redevelopment.It was concluded that the factors that affect the willingness of the elderly to reemployment and to participate in volunteer activities are different.Careers,health status and support of children will have a significant positive impact on the willingness to reemploy elder people.Age and life satisfaction will have a significant negative impact on the willingness to re-employ older people,academic qualifications,and health status.Individuals' total annual income and child support will have a significant positive impact on the willingness of older people to participate in voluntary activities.Uncertainty in employment,age,and life satisfaction will have a significant negative impact on the participation of older people in volunteer activities.Finally,based on the results of the study,the author puts forward suggestions for the development of resources for young people in urban areas,including the improvement of legal policies,the popularization of elderly education,the establishment of information platform systems,and the enrichment of volunteer activities.
