Study On Endowment Insurance Of Land-expropriated Farmers In Tianzhu Tibetan Autonomous County

With the rapid economic development,the number of land-expropriated farmers has increased dramatically,and their social security issues have become a key and difficult issue for government work.Solving this problem is of great significance to solving the "three rural issues" and maintaining the harmonious and stable development of the society.This article takes the land-expropriated farmers in Tianzhu Tibetan Autonomous County as the research object.Based on the basic conditions of land-expropriated farmers in Tianzhu Tibetan Autonomous County,this paper expounds the current situation of endowment insurance for land-expropriated farmers in Tianzhu Tibetan Autonomous County,analyzes the problems and causes in this work.Some suggestions and countermeasures for existing problems are put forward with the successful experience of endowment insurance for land-expropriated farmers in other regions.The following points are mainly obtained through on-the-spot investigations and research:Firstly,Tianzhu Tibetan Autonomous County did a good job in endowment insurance for land-expropriated peasants.In accordance with the requirements of the superior documents and in combination with the actual conditions of the county,the notice of Implementing the Endowment of Land-expropriated Farmers of Wuwei City in Gansu Province was transmitted in March 2012,which was transmitted by the People's Government of Wuwei Municipality.It is greatly significant to establish and improve the social security system for land-expropriated farmers,coordinate the economic and social development in urban and rural areas,further improve the social security system and improve the social security system,as well as protect the legal rights and interests of land-expropriated farmers,and safeguard the stability of reform and development.Secondly,by the end of 2015,a total of 10,367.93 mu of land had been requisitioned in Tianzhu Tibetan Autonomous County and 3,102 land-requisitioned farmers are concerned,which included 2,311 land-expropriated farmers for endowment insurance and 11.51 million yuan in old-age insurance premiums.1393 people have been included and the participation rate is 60%.Insured individuals should pay 80,836,000 yuan in endowment insurance and actually pay59,215,400 yuan.For the 340 land-expropriated farmers eligible for treatment,they got pensions of 1.09 million yuan in full and on time.Thirdly,although the endowment insurance for land-expropriated farmers in Tianzhu Tibetan Autonomous County has achieved certain results,there are still some problems and insufficiencies such as failure to achieve "first guarantee after the levy".Some of the land-lost farmers have low levels of protection,financial subsidies are difficult,and pressure from farmers to pay is high.Compensation for price in land acquisition is different and there are difficulties in transferring and continuity in it.
