Human resources strategic is a scientific strategy project. The so called humanresource strategic, is treating human resources as the most valuable strategic resource,developing and managing this strategic resource effectively at the strategic level, and turnthem into the fundamental forces of innovative ability and competitive advantages.Researching on Human resources strategic planning is of important theoretical andpractical significance for both enhancing regional competitive edge and acceleratingregional economic development.This dissertation introducing the concept of human resource strategic planning toregional economic development, established a theoretical framework for human resourcestrategic planning, the managing methods and developing strategy of regional strategichuman resource is discussed systematically, using the status quo of Huangpu districthuman resources as the basic cases, the regional strategy for human resource developing isdiscussed empirically. Firstly this dissertation use a specific analysis framework to analysisthe Strengths and Weaknesses of current human resources system in Huangpu district andto analysis the opportunities and threats of human resources development environment inHuangpu district. In this dissertation there are some tools used for analysis and comparison,such as internal and external factor evaluation matrix and competitive situation analysismatrix and these tools are also used to providing evidences for plan making of humanresources strategy in Huangpu district. Secondly this dissertation expound the currentsituation of human resources in this district including human resources policy system,talents quantity, the structure of talents and leading talents. Especially, the analysis tostructure of talents is based on several dimensions such as education dimension, theprofessional and technical titles dimension, the skill level dimensions, age dimension, theindustry dimension and so on. Besides these analysis, this dissertation also discuss thetrend of human resources development in the next five years including the demand forecastand the supply forecast, talent scale and quality in the future, analysis of talent resources allocation gap.In the process of planning demonstrating to human resources strategy in Huangpudistrict, besides common quantitative and qualitative analysis, surveys and interviews,classical cases analysis are also used in the dissertation to undertake investigation andresearch on those famous industrial garden area worldwide for their human resourcesstrategy experience, such as silicon valley in America, Cambridge in England, Hsinchu inTaiwan, Zhongguancun in Beijing (China silicon valley) and Shanghai Zhangjiang Hi-techPark. At last, the dissertation discuss the key work which the government should do in theaspect of human resources and give some advice to decision-makers.
