The rapidly developing mobile Internet has been transforming people’s consumption preference with its subversive changes towards traditional enterprises. In order to survive and obtain better growth, more and more enterprises are initiatively or passively taking business transformation. As the most creative resources in an enterprise during its production and operation, human resources has always been the important element assisting the enterprise to grow and expand in the intense competition. However, it doesn’t necessarily mean that the human resources are as a matter of course qualified for the development of an enterprise after its business transformation. Therefor, for the enterprises during business transformation, the operators care about not only how the human resources could support the new business, but also how to make appropriate arrangement to the redundant human resources so to take their social responsibilities.HY Company takes its business transformation under pressure from both external and internal. The management would like to keep all the employees, but due to the transformation, some have to be re-arranged. This requires valid strategic planning of human resources to ensure the effective distribution of human resources for the transformation, thus obtaining good running of the company.In this paper, theories of HR strategic planning are applied to analyze the current situation of human resources in HY Company and make the corresponding demand forecast upon its new business, therefor to clarify the final demand for human resources from external. In the end, the paper provides a proper strategic planning of human resources to ensure both the efficient allocation of the manpower resources and the proper arrangements of the abundant, thus guaranteeing the normal operation the enterprise after its transformation and the triple-win among the employees, enterprise and society.
