| Tobacco industry is one of the pillar industries in China’s national economy, tax and financial sources, and it has made great contributions to the development of national economy. With years of continuous efforts, the tobacco industry of Shicheng County has achieved a significant development. Modern tobacco agriculture is the ultimate development of modern tobacco leaf production. The construction of modern tobacco industry system is the fundamental guarantee for the realization of the tobacco industry based on the raw materials security system.The topic of this thesis is based on the implementation of the "North Tobacco South Growth" strategy program which planed by the State Tobacco Monopoly Administration. This thesis proposes the development planning idea of the tobacco industry in southern Jiangxi Province based on the comprehensive analysis on its tobacco industry’s production system of the proposed model in Shicheng County, which is the main tobacco producing area in southern Jiangxi Province. The paper then analyzes the advantages and the basis of the development in modern Shicheng tobacco industry systemically, in light of its tobacco cultivation climatic and ecological conditions, in accordance with its characteristics such as its geographic boundaries, ecological and climatic conditions, soil type, production level, leaf characteristics, the basis of factors such as farmers and etc. After the comprehensive research and analysis for tobacco cultivation in Shicheng County, it shows that the county has excellent natural resources, ecological conditions, a relatively complete technical support system, mature side of flue-cured tobacco production organization and management based on the typical characteristics of the style and brand tobacco market advantage with relatively well-developed infrastructure and basic information network.The current situation of modern tobacco industry development in Shicheng County was investigated systematically. The results come out as follows,(1) In the period of2002to2010, the tobacco acreage was stable at30-35thousand Mu with an stable average annual tobacco over90,000Piculs;(2) In the year2008, acquisition of the tobacco leaves was about133.078thousand Piculs, while in the year2009, the acquisition of tobacco leaves was about118.258thousand Piculs. At present, it is the largest tobacco producing county in Jiangxi Province. In recent years, the county has been actively promoting the tobacco industry and its technological level. It has also made gratifying achievements in the pilot project. In the meanwhile, the tobacco production in Shicheng County has been greatly improved while the construction of its infrastructure and management also achieves a lot, which contributes to the improvement of the tobacco yield and quality characteristics.At last, the paper proposes the measures to upgrade the overall level of tobacco production of Shicheng County and further discusses the modern tobacco agricultural planning of Shicheng County based on its investigation of the infrastructure system, planting and production of large-scale farmers in the ranks of organized and unstable side constraints in Shicheng tobacco industry. The paper is supposed to provide the constructive suggestions to the future development of the tobacco industry and also to the construction of the modern tobacco industry system in Jiangxi Province. |
