The purpose of this paper is to improve the system of collective land, optimizing the structure of land leasing expenditure,make the relationship between peasants and land, and make sure the landless peasants should enjoy the equal property rights with the city residents, so is the right of development and the right of protection,avoid "collecting leads to poverty", help and support landless farmers achieve the "city" conditions as soon as possible.The reform of land leasing fee is good for coordinating urbanand rural economic development, accelerating the process of the city. Protecting cultivated land, to ensure food security, increase the return of land leasing to the rural areas, improving land value.This paper is based on the theoretical analysis and the status of the research, the combination of qualitative and quantitative analysis of micro and macro analysis, positive analysis and normative analysis as the main research method.The results shows that land leasing fee has played a positive role as public finances in the construction of the city:it has played a positive role in making full use of regulating the effective use of land resources and the distribution of income. However, after the reform of the tax system, the local government has a large land use right of disposal, the lower the cost of land transfer, land leasing fee has occupied half of the income of the country, because of huge rewards of land transferring, local government may form excessive dependence on land, "land finance" generates obvious shortcomings.As the consequence of the barbaric demolition, the problems of housing prices is more and more outstanding, and become an important factor hindering the healthy development of the city process.(2) the country introduced "means" land leasing management in 2006, Standardizing the land transfer management, but in the actual implementation of the land management, it is still opaque state for a long time, due to the lack of supervision, there are many irregularities in the distribution proportion:Proportional distribution link allocation is unreasonable, the interests of vulnerable farmers is without effective protection, a serious impact on social equity.We can conclude from this paper that we should improve and perfect China’s system of collective land. It is necessary to optimize land leasing spending structure so that we can coordinate urban and rural economic development. What we need to do is how to promote the reform of land leasing fee, it must be considered with China’s current land finance system:formulate corresponding policies on practical problems.
