The family-owned land policy system in rural China has lasted for almost 30 years since 1980's, which was a splendid time of agricultural development. The rural economy was changed from lack of agricultrual products to great harvest yearly.The agrigultrue in China has now stepped into a new hesitation since the end of 1990's, in which the price of agricultural products and farmers' incoming has decreased to the minimum, emerging a series of problems, namely agriculture, country and peasants. Many scholars devoted themselves into the study of it, using the Western Modern Economics thoery. Property school, new system school and new history school are widely focused on and applied in rural study in China.As showned in other documents, the author himself , in this essay, has also analysed the installment and efficiency of rural land in China through the theory of Modern Western Economics, questing for the reason and direction of land transferring policy system, in order to propose some policy advice for nation in rural land-owning system policy reform.In the first part of this essay, the author analysed the reason of transferring and the influencial factors of it, mainly expatiating modern economics theory, combining the history of land-owning system in China.To hanker for the potential economy was the main reason, while the change of land-owning system, depended on the cost of it. In the second part of the essay, the author pointed out that the international competition was strenhthened, and organized agricultural production needed also basing on the study of the limitation of the current family-owned land policy because the market economy in China was formed almost after China's entry WTO. In reconstructing the rural land property system, the author explained in two parts how to reconstuct rural land property system because family-owned land policy can't meet the market economy. One is to put in order the law relations of Chinese rural land property, putting forward the beneficial rights of peasants. Another is to analyse some important factors which limited land-transferring, and how to solve the problems involved. This essay is creative in its theory because it's combined with Modern Western Economics to study land-owning policy system. And it's also presented with the basic reform objectives and framework.
