A very important issue has restricted the development of rural economy is that farmers are lack of funds. The contradiction between the great demand for finance which the micro subjects of agriculture have and the "reluctant to lend" in agricultural region which the organizations of official finance does is very prominent, because the law in our country ban on mortgaging farmland will remain and the farmers are short of effective mortgaged property. This paper investigates, learns and uses for reference from the proven practice of farmland finance in developed countries or districts, as well as constructs a mortgaging model for contractual operation right of rural land in order to enrich the variety of collateral, enlarge the market of rural land circulation and improve the mechanisms of investment in the countryside for Akesu Area in Xinjiang Autonomous Region.This article observes from the actuality of rural finance and analyses the system of it, the models of mortgaging for peasant household and measuring the financial efficiency in the countryside in Akesu by the model of "Pagano". According to the situation of rural finance in Akesu, this article also analyses the factors of advantage and barriers for developing the contractual operation right of rural land in this place, and then summarizes these factors and draws lessons from the experience of mature practice abroad and the constant practice in domestic region. After that, this article constructs four models of contractual operation right of rural land, which is the model of small hypothecated loan in circulation, contractual operation right of rural land, guaranty of mortgage for the debtor by the guarantor and mortgage from top to bottom.This article chooses the forth model to be developing in this area as the model of contractual operation right of rural land by comparing and evaluating the four models above, and it also arranges the process of model, analyses the key links of the model to be carried out. It includes the value evaluation of contractual operation right of rural land, the risk management of the process operated in the model and the technique of handling the collateral in exceptional circumstances when the right of mortgage comes true,because of the model involves the peasant household, loan association, rural credit cooperative and the Agricultural Development Bank of China. When it discusses on the issue of evaluating, this article analyses it by the model of gray correlation degree in the comparative method of market. In the end, it takes the guarantee measures which can make it realize.
