| As early as in1988, the financial system reformation of agricultural land characterized by the mortgaging the right of land contractual management had already been tried out in Meitan county, Guizhou Province. Although the test failed, it left valuable experiences.20years later,’The rural land management right mortgage could be tried out in areas where conditions permit’was first clearly announced in the document issued by People’s Bank of China and China Banking Regulatory Commission in2009. This indicates that China has entered the second phase of reformation of the financial system of agricultural land. As a pilot, agricultural land contract management right mortgage businesses were carried out in part of selected counties (cities) in Shandong, Liaoning and other nine provinces (autonomous regions). After several years of practice, the pilot regions have achieved great achievement; there has also been a series of questions. Limitations of the existing pilot operation mode will become the bottleneck to further promote this loan business. In this paper, we will reveal some of the problems in the pilot areas by researching and analyzing; meanwhile, in order to promote agricultural land mortgage business running smoothly, we attempt to build a new mode with virtuous circle to adapt to the practical needs of operating the rural land contract management right mortgage. |
