Research On The Lack Of Social Insurance Rights And Interests Of Migrant Workers

With the deepening of China’s reform and opening, a large number of rural surpluslabor force out of rural into the city, engaged in the non-agricultural industries and becomemigrant workers under the background of urbanization, industrialization development paceand agricultural productivity gradually modern, the national total number of migrantworkers was242.33million in the year of2010. This paper will take the typical Shanghaias an example. Shanghai as our country’s economic financial, trade and shipping center,has improved urban infrastructure with more perfect and high level of public service, theattraction of the floating population rising each year.As for the migrant workers, which in the bottom group, make contributions to urbandevelopment, but did not enjoy the economic development results. Migrant workers in thecity more engaged in the work of dirty, long hours, labor intensive, bad living environmentand low pay, poor in the bottom. As its basic rights and interests of the social insurance,they did not effectively maintain social insurance rights and interests.The first chapter basically makes comparative analysis related to social insurancepolicy for migrant workers, the lack of rights and interests theory related and differentscholars’ opinions about current situation of social insurance rights and interests formigrant workers, according to the national bureau of statistics data, through analysis of thelack of social insurance rights and interests for migrant workers, and find out that socialinsurance rights and interests of migrant workers lack seriously, not optimistic.In the second chapter, basically make empirical analysis of social insurance rights andinterests of the migrant workers in the current time in songjiang district. Through in-depthstreets and enterprises investigation, the deep interview, questionnaire survey, understandthe missing present situation of social insurance rights and interests for migrant workers.Totally hand out400questionnaires, effective recovery of360, a substantial amount realand effective data.The third chapter basically uses Probit nonlinear model to analyze influence factors about lack of social insurance rights and interests of the migrant workers. Throughliterature data and the analysis of investigation data, it can be seen that the migrant workerspersonal characteristics, such as education degree, by how much training they have got andindustries migrant workers got in and enterprise properties have an important impact onsocial insurance rights and interests. By adjusting the level of the influence factors, we canchange the rights and interests of the present situation of rural migrant workers missing.From the fourth to the sixth chapter, this paper mainly aimed at migrant workers’pension and medical insurance rights and interests, by use of Excel random numbers andExcel simulation calculate, make quantitative analysis in respectively in comprehensiveinsurance and town worker social insurance cases for migrant workers. Make qualitativeanalysis in unemployment and employment injury insurance for migrant workers andmaternity insurance. Results show that before2011July social insurance law and Shanghaiabout the new policy on migrant workers, especially during operation of comprehensiveinsurance, the medical insurance and pension rights and interests of migrant workers lackseriously. After Shanghai new policies, migrant workers missing ease a lot, but the newpolicy in unemployment insurance and maternity insurance has deficiencies, migrantworkers social insurance rights and interests are still missing in, therefore, the completepolicy should be introduced as soon as possible and gradually improve the new policy,protect migrant workers’ social insurance rights and interests.The seventh chapter based on the first six chapters of the analysis, give policyrecommendations in the reason of existing situation of lack of social insurance rights andinterests, so that the migrant workers can equal enjoy social insurance rights and interests,and realize social justice, and promote the harmonious development of the society.
