Inner Mongolia autonomous region is located in China’s northernborder, with length and breadth of land, the tourist resources are richdiversity, and widely distributed in the9cities and3union of city. In recentyears, the rapid progress of Inner Mongolia social economy has the rapiddevelopment of the tourism industry in the city’s service level increases atthe same time, the fundamental tourist service facilities also had greatlyimproved, and now have formed basic on the tourism center city, thegrassland and north scenery, frontier ports, site remains, national culturaltourism resources for the leading the benign interaction development pattern.But from a nationally, Inner Mongolia is still belongs to the less developedareas, there are infrastructure construction lag, weak ecological environment,regional development is not balanced, city and traveling service ability isnot strong and so on outstanding difficulties and problems. Therefore, howto give full play to the radiation ability of each city, combining thecharacteristics of tourist deep correlation, evaluation of city developmentpotential tourist service function and its rising. To speed up the developmentof the tourism industry in has important significance and value.This paper’s research object is the urban tourism service functiondevelopment potential for12local center city of Inner Mongolia. Relying onthe background and significance, the domestic and foreign relevant researchreview, research methods, technical route, etc.. In reference to relatedresearch theory, and on the basis of existing research results with summedup the local center city should have the construction condition and the urbantourism service function of the basic characteristic;Through the analysis ofthe urban tourism service function development present situation,theexisting problems and disadvantages of Inner Mongolia12local center city,use of urban tourism service function of domestic and foreign researchpractice experience, is divided into the city’s service function and tourism service function two index system. The principal component analysismethod to collect the relevant data to analyze and will the results sort.Finally, using the four quadrant analysis according to the rankings will12local city center in accordance with the development potential strengthdegree into four categories, evaluation respectively, the conclusion is:(1) Tourism has become the one of focus on the development industryof Inner Mongolia, the potential evaluation of the service function of urbantourism development for each local center city in favor of realize theadvantage, and sustainable development of tourism.(2) In the12local center city of Inner Mongolia, city and travelingservice function all have strong potential of development Ⅰ(AA) class citytotal4a, the development potential of weak Ⅱ(AB) class, Ⅲ(BA) class,Ⅳ(BB) class city altogether8.At present Inner Mongolia city tourismservice function of the overall development situation is weak, the targetedadjustment development strategy is especially important.(3) by this analysis method and the analysis results indicate that thepotential for evaluation of comprehensive consideration of the impact ofurban tourism should be the service function of various factors, use berepresentative of the index can fully assess the potential of the miningcapacity, avoid subjective judgement.
