Since the introduction of the innovation-driven development strategy in 2012,the construction of the national innovation system has also kept pace.In the national innovation system,the science and technology innovation policy not only acts on every subject in the system,but also the bond of coordination and cooperation among the various subjects.Regional innovation is the main driving force for national innovation.However,the resource endowments and economic development levels of various provinces and cities in China are uneven,which means that all provinces and cities should formulate science and technology policies in a targeted manner.Qinghai is one of the important provinces on the Qinghai-Tibet Plateau.In recent years,the comprehensive innovation capability of Qinghai Province has been continuously improved,but the speed of economic growth does not match the speed of innovationbased province construction.Based on this,this paper is based on the actual development of Qinghai Province and evaluates the implementation effect of Qinghai Province's science and technology innovation policy.Based on the reading of reference literature,the domestic and foreign scholars' research on the connotation of science and technology innovation policy and policy evaluation are summarized.On this basis,the criteria,principles,angles and methods for evaluating the effect of science and technology innovation policy in Qinghai Province are determined.According to the general classification of science and technology innovation policies,we collected the major scientific and technological innovation policies issued by Qinghai Province from 2005 to 2017,and analyzed the effectiveness of Qinghai Province's science and technology innovation policies in terms of quantity and promulgation.According to the status quo of Qinghai Province's science and technology innovation policy,the Qinghai Province science and technology innovation policy implementation effect evaluation index system is constructed.The index system covers three aspects: science and technology innovation environment policy,science and technology innovation supply policy and technology innovation demand policy.Representative indicators,a total of 17 indicators.The entropy method and fuzzy comprehensive evaluation method were used to systematically analyze the implementation effect of science and technology innovation policy in Qinghai Province from 2005 to 2017.The results show that the overall implementation effect of the science and technology innovation policy of Qinghai Province and the implementation effect of the three subdivision policies in 2005-2017 are generally on the rise,and the score in 2017 is significantly higher than that in 2005.Among the three subdivision policies,the technology innovation demand policy has the fastest promotion rate,the highest score,the most significant implementation effect,the second is the supply policy implementation effect,and the environmental policy implementation effect is relatively poor.Finally,the countermeasures and suggestions for further optimizing Qinghai Province's science and technology innovation policy system are proposed in a targeted manner.
