Land Law Enforcement Effectiveness Research In Yunnan Province

During the periods of productivity development, there are several different land matters under different social economy systems. However, dissimilar social economy systems and periods of productivity development are mapped by the dissimilar land matters. The land matter is the indicator of social economy system and productivity. Along with the developing of history, people not only expended the conception of tract infinitely, but also changed the content and emphases of land matters. A series of new strange matters came out, some of which are more speculate, so we are forced to understand them and resolve them.Land is one of the primary means of production of a contemporary social development, one of our country’s basic national policy is "rational use of land and effectively protect farmland". While strengthen law enforcement is an important guarantee. At present, difficult land law enforcement is still a problem in China’s land administration law enforcement practice, and it is widespread localized also showing a trend of increasing. Law enforcement difficulty has brought many negative effects to the entire land management. For example, it affects the implementation of land management laws and regulations, it challenges the solemnity of the law enforcement, if violations of law and discipline cannot be cautioned, the order of land management cannot be improved fundamentally.Meanwhile, with China’s rapid economic and social development, both governments at all levels and all types of market players have an increasing demand for land. The central government, in order to regulate and control the macro-economy, makes policies to tighten the currency in circulation, and the approval of land use. It thus, gradually makes the land management not only the focus of government’s work, but also the concern of the community hot spots. The land law enforcement and monitoring of which the investigation and punishment of illegal land use consists in the main part of the work, becomes not only an important aspect, but also a principal means of land management.This article therefore focused or, the factors that make land law enforcement diffcult and some policy suggestions of how to improve the validity of land law enforeement in Yunnan Province.
