Shandong Province has a large population and abundant natural resources,but its per capita possession is small,and the contradiction between people and land is outstanding.In order to effectively protect economic development,Shandong Province has continuously strengthened its law enforcement supervision and achieved remarkable results.The government has introduced a number of institutional measures to strengthen land law enforcement,integrate and strengthen land law enforcement teams,solidly implement supervision and inspection of land enforcement,and always maintain the high pressure of law enforcement to safeguard the interests of the people.However,due to the increase in petitions and disputes arising from illegal land use issues,the increasing difficulty in processing,and the lack of supervision of land law enforcement,"difficulties in law enforcement and hard enforcement" have become problems that have plagued grassroots land law enforcement supervisors.How to promote and improve the land law enforcement supervision,and promote the rational development,utilization and protection of land resources have become one of the most important issues to be solved.Judging from the monitoring and inspection data of law enforcement in recent years,although the area of illegally occupied arable land in the province has been steadily declining,a small number of places,especially those in cities and counties with relatively lagged economic development,which we call it "climbing",have terribly serious problems.The problems have a wide area,a long duration,a difficult handling,and high verification costs.Problems in land law enforcement work mainly includes the following points:1.Government-led illegal attract investment projects involve unlicensed construction and non-use and other issues.Even if law enforcement departments find illegal land use problems,they do not have any solutions,which cause pressure on the grass-roots departments.2.Some of the provisions in the current laws and regulations can no longer meet the current needs of the Chinese society.The bottlenecks in the investigation and punishment of land-law violations have created obstacles of enforcement.3.The construction of the joint responsibility mechanism still has the problem of insufficient balance in the implementation,the failure of the implementation of the local main responsibility,the incompleteness of the department's cooperation with the linkage mechanism,and the difficulty in the enforcement and other issues.4.The internal management system has not been completely streamlined and vertical management has not been thorough.Most of the grass-roots of land and resources departments of Shandong Province are generally faced with problems such as tight staffing,lack of law enforcement equipment,lack of funds,and constraints from the township government,which,to a large extent,restrict the timeliness and autonomy of land law enforcement supervision.This article is based on the research report on the advancement of the city's pilot work in the reform of the comprehensive administrative law enforcement system in Shandong Province,and the report on the 12336 whistle-blowing of illegal clues in Shandong Province,and form a systematic review of land law enforcement inspections in Shandong Province.It also provided case support for the study of exploration on how to effectively strengthen the supervision of local government land use behaviors,and the methods and measures for land supervision from the source,how to clarify responsibilities,rationalize relations,coordinate management,implement the standardization construction of law enforcement inspection teams,improve the efficiency of land law enforcement supervision,and rationally develop and utilize land resources to ensure economic development.
