Rural road is an important part of China’s highway network. It connects the villages and towns, and it’s characterized in the large converging area and the long mileage. The rural road plays an important part in the rural life and the agricultural production. For the building of the new socialist countryside, the rural road is an important infrastructure. As the rural road connects both the urban and rural areas, it has an important significance to the development of the urban and rural economic.The paper studied the characteristics of the rural road network in Xundian County, and it reveals that: The distribution of the road network is uneven, and the road traffic is generally poor. The road is built to low level of technology, and is poor at comfortable and security. The road network density is small, and the layout of the road network is unreasonable, and it leads to the lack of accessibility. The construction management method is simple, including the project management and the quality management. As lack of good financing policy, the financing channel is single, and the funding gap is very large. The conservation and management mechanism is inadequate, and the maintenance quality is poor, et al. All these problems of Xundian rural road seriously affected the services in rural areas.This paper analyzed and compared the domestic and the foreign rural roads, and summed good rural road construction management experiences home and abroad. Through the research, the construction and management status of the Xundian rural road are accurately analyzed, and the suggestion of Xundian County rural road development is proposed:The rural road development of Xundian County should give full consideration to the natural environment, the resource distribution, the rural folk, and the agriculture and industry structure. The position of Xundian County in Kunming’s development layout, and its economic and trade contact with the surrounding areas are also should be considered.The construction and development measures of the Xundian rural road should be workout to the overall planning, and also should keep consistent with the local conditions. The rural road network planning should be coordinated with the adjustment of agricultural structure, the layout planning of industrial development, the layout planning of urban trunk road network, and the development plan of villages and towns.Good experiences on rural roads management services at home and abroad are learned, and the public products and the supply theory of public goods are combined here. Through modern management techniques, financing channels and personnel training mode, this paper suggests that the rural road management should be standardized, strengthened supervision, and opened up more channels to raise funds, adhered to the people-oriented, focused on the protection of the ecological environment, Took into account the construction, management, conservation and tried to establish a long-term conservation and management mechanisms pluralistically participated. The rural road development should be in harmony with the natural environment, the local economic and social development of the rural country.
