Economic globalization, knowledge economy and information technology is booming, which has played a positive role in the economic and social development all over the world. The development of enterprise and individual depends on the innovative development and application of knowledge and information technology. As the innovative implementers of knowledge and information technology, people have become one of the important capital, which can promote development of organization and maintain the core competitiveness. Proving the contribution of the human resources management for the company is the aim of human resources supervisors.Firstly, the paper reviews the existing correlative theories and models of competence, so as to provide theoretical support for this article. Secondly, it gives the summary of the development, positioning, strategy and organization structure in company L, and it analyzes the existing problems according to the questionnaire of human resources supervisors in company L. Then, it analyzes the post competence of well-known domestic site for human resources by content analyses, which are recruitments for director of human resources, the human resources manager and human resources supervisor. Again, according to the human resource management role model by Professor David Uridge, the paper present human resources management competency role model for company L. Finally, it puts forward the program of promotion competence of human resources supervisor in company L according to the model, and gives the corresponding guarantee conditions.The research of competence for the human resources supervisors in the Company L is not only beneficial for viewing the existing human resources management with company development strategy, but also can promote the precise level of human resource management in company L. In addition, this paper will also has practical guiding significance for the other private enterprises for raising the level of human resources management in the Aerospace Industrial Base.
