At present, with the scale of business and sense of management enhanced, more and more enterprises look forward to solve management problems by a professional consulting firm. Human resources management consulting as a part of management consulting has become the most important one core business of company management consulting services, and has the great space of development. Other, most of consulting firm has have the problem that the overall competence of consultants is not high, and lacks consultation and business management experience, which is difficult to provide high-quality consulting services for customers. As consulting firm which uses a long-term accumulation of knowledge and wisdom and experience to help others success, whose staffs need very high competence requirements in consulting services, it must have sufficient professional consultants to meet the needs of the consultation.The current study, competence development research of china's human resources consulting staffs rarely involved, therefore, this study focuses on the competence of development of human resources management consulting staff, and the aim is to improve quality of human resources consulting staffs. Meanwhile, it will also enhance competitive advantage of consulting company. So, this paper, by learning fully and systematically about competence situation of human resources consulting staff to conduct, visits and surveys to advisory services customers, put new demands to the analysis and the development study of the competence of consulting staffs. Secondly, by duties, contacts and business processes of human resource consulting services staffs, refer to its prospectus, the use of field research, interviews and other methods suitable, build a qualified personnel index system of human resources management consulting services staffs, and set up a qualified staffs score points in order to that the competence analysis for each consultants is in a targeted manner, thereby providing a scientific and effective criterion, to a large extent avoid the subjective arbitrariness, but also operational, practical. Finally, on the basis of an analysis of the impact factors of the competence development, establish competence development models of human resources management consulting staff. And improve the two major ecological environment of consulting firm in accordance with the process of competence development model, while made the effective targeted development measures in accordance with established human resources competence indicators system.This study mainly uses the literature research, field research method, statistical analysis, Delphi method, AHP, such as comprehensive evaluation method. And involves management, psychology, organizational behavior, statistics, sociology and other subjects in the entire course of the study, Hope that this study can provide a inspiration-related research and a reference for the follow-up research, and play a positive role for development of human resource management consulting business and staff.
