Asset appraisal originated from the80’s in China. With the deepening of China’sreform and opening, the market economy has developed vigorously, the assetappraisal industry has been gradually growing as an integral part of socialist marketeconomy, actively promoting the economic development of China. In these twentyyears, its service field and professional team have kept expanding, and its socialinfluence has enhanced all the time. In the process of economic system strategicadjustment and the state-owned enterprise reform, asset appraisal industry hasprovided fair value judgment, played an important role in the protection of thestate-owned assets, and also has provided independent and objective judgment formain bodies in other sectors of the economy. The twelfth five-year planning of Chinabegins, and China’s reforming opening up and modernization will enter a new stage ofdevelopment. so the asset appraisal association proposed the big institutions becomebetter,stronger and larger, the small and medium-sized ones become better, moreproficient and professional at the fourth national conference in2010. The conferencepointed out the developing direction of the asset appraisal industry. How to improvethe performance of the appraisal institutions, which factors on institutions havesignificant effect on performance? Large institutions and small and medium-sizedinstitutions has the necessity to exist in the appraisal industry, and how to form thebetter market structure, perfect the market and business division to make allinstitutions complement each other, improve the overall performance of the assetappraisal industry, these are all problems which are worth pondering.Therefore, in this great opportunity, this article has based on the research of thedevelopment of asset appraisal industry in Jiangsu province. The article used the assetappraisal industry of Jiangsu province for samples and through the data statisticsanalysis of the market structure, including personnel structure, organization structureand business structure, explores the way to evaluate performance of the asset appraisalinstitutions. This article has screened performance evaluation indexes of appraisalinstitution, and established performance evaluation index system, and also determinedthe weight of every evaluation index by using the analytic hierarchy process (AHP).Then I established the evaluation index measure scores, formed the quantitative indexsystem of the asset appraisal institution performance level. Also, I used144asset appraisal institutions to be the sample, collected data from the questionnaire summaryand industry association to establish three models, called personnel structure,organization structure and business structure empirical analysis models, by usingdescriptive statistics, correlation and regression analysis to index inspection andverification, and concluded that the correlation between performance has significanteffect on performance of factors, and gave a summary of the above analysis, finallyput forward the suggestions to improve asset appraisal institutions’ performance anddevelopment mode of the industry. The innovation of this article mainly lies incombing status of the asset appraisal industry in Jiangsu province, and overcomingthe difficult in collecting the data of intermediary consulting industry, also setting upthree empirical models and analysising the performance problems qualitatively andquantitatively in the asset appraisal industry.
