Abstract:Construction of performance appraisal system is one of the key jobs of human resource management department for an enterprise. Whether the performance appraisal system is perfect or not is an important indicator to the perfection of human resource management system. And it also determines the stability of the operation and development of an enterprise. Scientific and reasonable performance appraisal system can correctly and effectively measure the contribution of the employees to the enterprise, greatly mobilize the enthusiasm and initiative of the employees, excavate the maximum of their potential, improve work efficiency and create a favorable internal environment conductive to the development of enterprises. Therefore, the system contributes to the promotion of the implementation of corporate strategic planning and the future sustainable development of the enterprises.Taking the technical staff as the object of the study, accounting for69%of the total staff of Shanxi Gas Industry Group, and whose work has the characteristics of high-risk, professional technology, and strong demand. The essay fully affirms that the technical staff is playing an increasingly important role in the rapid and safe development of the enterprise. According to the strategic development plan, status and present state of human resources of Shanxi Gas Industry Group, it is necessary to construct a scientific and effective performance appraisal system for technical staff so as to solve the problems of introduction, development and utilization of technical staff and set up a platform for the promotion of enterprise development and personal career achievement.On the basis of the definition of technical staff and analysis of their characteristics, the essay uses the theories and basic methods related to the performance evaluation and analyzes the operation situation of the company’s current performance appraisal system. It also analyzes the main problems in them by taking the questionnaire and makes a systematic analysis of the causes of the problems (lack of knowledge of performance appraisal, lack of the control of performance appraisal process and lack of smooth communication channels). According to the nature, characteristics and the status quo of the current technical staff, and in combination of the actual situation of company operation, the essay proposes to choose balance score card as the tool for measurement of performance evaluation of technical staff, on the basis of which the performance appraisal system of Shanxi Gas Industry Group is optimized and perfected with full re-design of performance appraisal system of technical staff. Using Delphi method to determine the performance evaluation index system, it applies the analytical hierarchy process to determine the weight of each evaluation index and formulate the corresponding assessment criteria. Finally, it comes up with the implementation scheme which is a match for the corresponding technical staff performance appraisal, including specifically the planning of performance appraisal scheme, implementation of performance appraisal, process control of performance appraisal, performance feedbacks, the use of performance appraisal results and supporting measures such as organization, culture and technology.Through the construction of performance appraisal system of technical staff with balanced score card as its core, the problems in the current performance appraisal system of Shanxi Gas Industry Group will be solved including unclear core of assessments, unscientific assessment index system, single assessment body and inadequate application of assessment results. Therefore, performance appraisal in accordance with implementation schemes will optimize allocation of human resources, improve work efficiency of personnel, promote the scientific and efficient management of the human resources of the company, and provide personnel support for the smooth realization of the company’s strategic target.
