The Research Of Stimulating The Vitality Of Development In Science And Technology Association In Ji Nan City

The Science and Technology Association of China, as a voluntary social groups which is made up of the science and technology workers, was built in accordance with the science, technology, engineering and the related disciplines. It aims to promote the development of science and technology, the prosperity of academics and popularization of science and technology and also has the great function for nurturing innovative ideas, and stimulating creativity. Besides, it shoulders the commitments to promote science and technology development, improve the capability of independent innovation, accelerate the implementation of the strategy of talent growth and also build a more harmonious society. It is an important part of the national innovation system and plays a significant role in the construction of the national innovation system. However, with the reform of the economic system, especially the reform and opening up, our society has undergone the enormous changes. Some fields have not suited to the social development. It mainly includes the lack of methods for encouraging and supporting innovation which can not adapt to the innovative national construction. The function for servicing society is poor which is incompatible with the social development. Meanwhile, the operating mechanisms restrict the innovation and development of Science and Technology Societies which are incompatible with the market economy. In recent years, the development trends of Science and Technology Association are good. However, its vitality is not optimistic. It mainly includes the following aspects:poor quality for academ(?)unication, narrow coverage of science and technology activities, few technology services p(?)form, low level for decision-making and consultation, few service means, etc.The theme of this study is the vitality of development about Science and Technology Societies. Firstly, it uses the associations and government relations theory, corporate governance theory,organizational behavior theory to define the organizational characteristics and their functional orientation of the science and technology association. Secondly, use the methods of making survey to describe the characteristics of size, structure etc about Ji Nan Science and Technology Association and also point out current development situation of vitality by elaborating the key factors which are related to its vitality. Finally, the study draws the conclusion that the Science and Technology Association lack the vitality of development. Third, it mainly analyses the reasons for lacking vitality from the aspects of the environment, government management mechanism, self-development capacity etc. Fourth, through the analysis of the factors which restrict the vitality of Science and Technology Association and the exploration for countermeasures to stimulate the vitality of it, this study mainly put forwards the following strategies: improving policies and regulations, transfer part of authorities from government to association, strengthen the guidance which comes from the major management department and improve the Internal governance structure of science and technology association, and strengthen the capacity building of Science and Technology Societies, etc.I hope these proposals would effectively stimulate vitality of Science and Technology Association in our city and promote its development smoothly.This thesis makes use of the literature materials, theoretical analysis, survey, positivism, the combination of qualitative and quantitative analysis etc. to do the research of the vitality of Science and Technology Association. It focuses on the combination of the theoretical research and empirical analysis and therefore supplies the theoretical basis and effective practical experience for improving the vitality of science and technology association.
