In view of the influence of social development to the scientific associations as well as the scientific associations'own further development demanding for human resource management, this article will carry on a comprehensive analysis on present situation of human resource management in Fujian Association for Science and Technology (short for FAST) by learning from contemporary related theories and experience referring to human resources management. On this basis, this article put forward some concrete ideas for the improvement of human resources management in FAST, which will lay solid a foundation for the further development of human resources management in FAST.This article consists of four parts. The first part will have a brief introduction on the basic concepts and theories of human resources management which focus on the virtual organizations and its related theories on human resources management. The second part will have a detail introduction on the main content and key link of human resources management. The third part will analyze the present status of human resources management in FAST. The fourth part is the countermeasures research on human resource management in FAST which set forth an image of virtual human resources management system in FAST.Based on the extensive collection of domestic and foreign information referring to human resources management, We accomplish the pilot study on upgrading the management level by means of theoretical research, empirical analysis and qualitative and quantitative analysis as well as the research methods of combining learning with innovation.The conspicuous point of this article is explore the possibility which applying the theories of virtual human resources management in enterprise to FAST and such non-profit organizations, it also put forward the concrete ideas of creating virtual human resources management system. The author believes that the related theories of virtual human resources management can apply to the management of non-profit organizations and even enhance its core competitive edge.
