Research Into Improve Agriculture Comprehensive Production Capabilityof Hunan Province

It has become a consensus to improve the agricultural comprehensive production capacity among the developing affairs of all the countries. Therefore, it has an important theoretical significance to research the agricultural comprehensive production capacity.build scientific index system and scientifically and accurately evaluate on the development of the comprehensive agricultural production capacity. Hunan Province is a large agricultural province, so it has a very important significance to settle China’s overallagricultural and enhance agricultural production and the overall national strength toresearch the agricultural production capacity in Hunan Province. The study made the research on the following points:1. The study sorted out related concepts and the domestic and abroad research on the agricultural production capacity and analyzed the status of agricultural comprehensive production capacity in Hunan province. It can provide theoretical basis and practical basis for building index system of the agricultural comprehensive production capacity.2. According to the comprehensive, representative and operational principles and there search results of domestic experts and scholars, combined with status of agricultural development in Hunan Province and the statistical information of "Statistical Yearbook of Hebei Rural" and "Statistical Yearbook of Hunan Province" which can be acquired.from five aspects of inputs scale, output scale, elements output efficiency, productionability against disasters, modernization management level, the research constructedevalualion index system which was consisted of eighteen indicators of three level.3. After using the variation coefficient method to determine the weight of each index.the study made empirical evaluation on the overall situation of agricultural comprehensive production capacity in Hunan Province in2000-2010.The results showed that:the level of agricultural production capacity in Hunan province expericen an upward trend clearly. It was divided into two growth stages briefly. The first phase was the period of2000-2005. the comprehensive agricultural production capacity growth was slow. The second stage was the period of2006until now. the agricultural productioncapacity in Hunan Province growth was rapid. Using factors analysis methods, the study made empirical evaluation on the status of the comprehensive agricultural production capacity of each city in Hunan Province in2010. From the results.we can see that the level of agricultural production capacity in Hunan Province in generaland it needed to be improved. And it showed the imbalance between cities and the gap was large. 4. Combined with the evaluation results, empirical status and the factors of comprehensive agricultural production capacity in Hunan Province, the research proposed counter measures in a targeted manner to further promote the agricultural comprehensive production capacity in Hunani Province.
