Volume of annual tea export in Shaoxing region remains at100thousand tons, accounting for about one third of the total export volume of China, ranking top of all tea production regions. Among them, annual export volume of gunpowder tea accounts for80%of the gunpowder tea exports of China, amounting to70thousand tons. Shaoxing has now become a bulk distribution center for green tea export in China, which not only brings opportunities to tens of millions tea farmers and tea merchants but also contributes greatly to Shaoxing’s economic development. But in recent years tea importing countries frequently set up green trade barriers in the context of environmental protection and green consumption, which has become a major hinder to tea export in Shaoxing region. The volume of tea export fails to rise steadily, so do export profits. Tea export industry has been traumatically impacted. This paper studies factual tea exports in Shaoxing region combining the SWOT theory in the background of green trade barriers, provides corresponding regional development strategies and hopes to play a role in transformation and upgrade of tea export of the Shaoxing region.Firstly, this paper reviews the research status of green barriers and briefly discusses the concept, characteristics, trends of green barriers. Secondly, this paper studies tea exports of Shaoxing region in recent five years, using data and results from interviews, outlines features of tea export structure and export markets, export enterprises. Thirdly, this paper studies green barriers set up by specific target markets and their impacts on tea exports of Shaoxing region, and digs for the reasons of green barriers inflicted. Fourthly, using the SWOT theory, this paper elaborates on external opportunities and internal strengths and weaknesses of tea export in Shaoxing region, and dissects elements that affect tea exports. Finally, this paper puts forward corresponding strategic designs for tea exports transformation and upgrade. The strategic designs cover multi-levels from enterprises, trade associations to the government, and from tea gardens to tea cups, and from production, marketing to brands. Shaoxing tea enterprises, as is pointed out in the strategic designs, should develop as a group, focus on enhancing the quality of tea, the adjustment of product structure, cross-industry cooperation to extend the production chain, development of product deep processing, make the "export base+independent brands " mode into the mother-children mode, and eventually turn Shaoxing a prosperous tea export city.
